Likely somewhere on the grade west of Altoona...but not the Horseshoe curve. Topography slopes downhill on the whole inside of the curve.

Horseshoe is correct; you are at 2417 signals at east end of the curve, and it does drop away but photographer appears to be standing on former No.2 trk. roadbed.

judging by the headlights being off-at elast it appears that way from this angle, these are pushers. Conrail had a group of SD40/-2's they used in pusher service out of Altoona for years. Interesting stuff, I always enjoy calendar photos. I can't walk past one without checking it. I miss the Don Wood Pennsy calendars-are they still out there??

I think this is just west of the curve because of the signal bridge, the tracks are superelevated so the inner side is lower than the outer rails, great memories of home thankyou for posting. It would be nice to see the Muleshoe sometime.
